Central Sulawesi province is situated in the heart of Sulawesi Island. About two million people live in the province, which covers an area of some 68,000 sq km. The province is divided into nine districts and one municipality.
In 1970-80s, World Vision provided support to children and communities in several villages in Central Sulawesi through small-scale projects. In the middle of 1990s, World Vision opened more comprehensive community development projects in Luwuk-Banggai and Poso districts to facilitate more lasting impacts in improving the welfare of the people.
North Maluku is the province in northern part of the Maluku Islands that cover area of over 160,000 sq km. The population is slightly less than one million people, making it the least populous province in Indonesia.
World Vision opened a community development program in Halmahera Island in late 1990s, but the project was closed down due to fierce communal conflict in 2000. As hundreds of thousands of people were displaced, World Vision quickly channeled food and non-food aid to the displaced on Ternate and Halmahera islands. World Vision also provided materials for the community to build over 6,000 temporary houses and scores of public facilities, and distribute equipment to support their livelihood.
World Vision also facilitated reconciliation dialogs and advocacy and provided training for teachers to improve the quality of education. World Vision has opened two major community development programs - in Ternate and North Halmahera areas - to further facilitate the community to improve their welfare.
Central Sulawesi and North Maluku are recovering from the devastating communal conflict. They are in the process of accelerating the development of their community. To help support the development process, World Vision have pledged to further intensify its support for the poor community in the two provinces so that children, families, and communities in the respective areas would be able to embrace more meaningful lives in the future.
Poso ADP History of World Vision in The Area World Vision has been serving in Poso since 1972 through various programs. They were Propeka (Child and Familiy Services Program) in 1972-1982, Community Development (CD) in 1982-2002, and REACH - focused on mother and child health issues - in 1998-1999. When the horizontal conflict erupted in Poso District in 1998, World Vision directly responded with emergency assistance program. Then the program followed implementation of ADP approach in 1999. Since then Poso ADP continuosly become a connector to restore community's life in the ministry areas, through collaboration with government of district and sub district levels, community leaders, religious leader and traditional leaders to strive for bright and peaceful future. Geography Background Poso ADP focuses its ministry in 8 sub districts with total population of 10,164 households (or around 42,044 people). The sub districts are South Lore, West Lore, North Pamona, West Pamona, South Pamona, East Pamona, Poso Town (Lawanga, Kasintuwu, Lombogia villages) and Poso Pesisir (Kasiguncu, Mapane, Betania villages). Poso district can be reached from Palu (the capital city of the province) by land. While travelling from Jakarta to Palu, it will take around 3 hour straight flight. Recent Emergency Sponsorship Total Beneficiaries Staff Members Source of Funding Banggai ADP History of World Vision in The Area World Vision started its operations in Banggai when working with Development Assisting Centre (partnership with local religious institution). Then the ADP approach was implemented in 1995. Geography Background Banggai ADP is located in Banggai District - with Luwuk as its capital city - in the eastern part of Central Sulawesi Province. Luwuk is a city by the sea. The government and the people of Luwuk call it as a "city of water". Banggai District covers area of 12,064.45 km2 (18,94% of Central Sulawesi). Its tropical climate is characterized by two seasons; the rainy season that occurs from April to October and dry season from October to April. The land area in Banggai can be divided into 49.12% farming, 25.64% protected forest, 41.24% producing forest and 9.64% dwelling sites. Around 284,275 people or 70,997 households reside in 129 villages in 11 sub-districts of Banggai District. Banggai ADP itself carries out ministry in 48 villages in 7 sub-districts (Luwuk, Luwuk Timur, Masama, Lamala, Pagimana, Bunta and Nuhon) with total population of 156,873 people or 38,325 households. It will take around 5 hour journey by air from Jakarta to Luwuk with two different flights. If we fly to Ujung Pandang from Jakarta, then we have to take another flight to Luwuk. The same thing will apply even we take other routes, such from Manado in North Sulawesi or Palu in Central Sulawesi. Sectoral Programming 1. North Halmahera ADP
History of World Vision in the area To the west, the ADP shares a border with West Halmahera district. To the East, it shares borders to East Halmahera district and to the South with Central Halmahera district. Traveling to North Halmahera ADP will take 4 hour journey by plane from Jakarta to Manado, then an hour flight from Manado to Ternate. From Ternate we need to take speed boat for an hour and then by car for 3 hours. The majority of people in North Halmahera is dependent on agricultural, especially from coconut-tree product. The width of potential land in North Halmahera is very huge since there is only 25% of them being productive land.
Sponsorship Source of Funding Ternate ADP History of World Vision in The Area World Vision has been involved in the development of North Maluku since 1985, started with Community Development programs that evolved into Area Development Program (ADP) in 1996. In 2000 ethnic and religious conflicts struck the province, resulting in thousands of casualties and loss, and displacing thousands others. Soon after the conflict broke out WVI shifted its ministry to relief mode, providing emergency response to the vulnerable. In 2001 as the overall condition was improving, WVI changed its operation toward rehabilitation mode, providing assistance to help the communities to return to their properties, settle down, and return to normalcy. The whole relief and rehabilitation operations in North Maluku have been established to ensure the community's basic needs were taken care of so that they could smoothly recover into normalcy. In 2006, PAHALA Project was implemented to apply the School Based Management with its pillars of AJEL (Active, Joyful, and Effective Learning) and Community Participation to enhance the program of Happy Houses and Peace Education. By that way World Vision strived to develop a sustainable education support for children once affected by conflict. Ternate ADP focuses its ministry in 10 villages in the widest sub district, called Ternate Island, in Ternate Regency. More than 10,000 people reside in those villages. Majority of them earn their living from farming and fishing. Ternate Island sub district is categorized as rural area, although it is not far from district capital.To reach Ternate from Jakarta, there are 2 kind transportation alternatives either by plane or passenger boat. If we fly by air, it will take approximately 4 hour flight with transit either in Ujung Pandang or in Manado. All of the airlines serve the route almost every day. Palu Integrated Program Model History of World Vision in the area: According to Sulawesi and Maluku Regional Strategy for 2008 - 2011, Palu becomes one of selected districts since its second place of the poorest districts in Central Sulawesi and its location as capital city of Central Sulawesi Province. Referring to National Strategy of Registered Children growth, this area will be proposed for sponsorship funding. World Vision started its operation in Palu as the pilot project Integrated Program Model (IPM), Central Sulawesi in October 2008. After conducting the assessment ending in March 2009, currently Palu is in the Design Phase. Geography Background: - Land area: The proposed programme will be located in an area that is growing on the outskirts of an urban settlement. The landscape covered both low-land by the Palu river and high land area covered in the mountainous area. - Population: the result of the assessment shows number of population: 304,747 - How many hours journey from Jakarta: To travel from National Office Jakarta to Palu, required several transits by plane First, a flight from Jakarta to Makasar in approximately 2 hours, then Second flight from makasar to Palu with the flight time of 1 hour. - Number of districts & their name covered by ADP: West Palu: Lere, Tipo and Buluri Village North Palu: Lambara, Baiya, and Pantoloan Village. Sectoral Programming 4 sector that is being proposed in the Palu selected area: - According to SATKORLAK and BMG, Palu - Koro area is prone to tectonic earthquake. Sponsorship: Currently the IPM Pilot is being funded by World Vision Canada, through Project Non-sponsorship. After the design phase Palu is expected to receive Sponsorship Funding. Total Beneficiaries: Palu is proposing to recruit 500 children. 7 staffs: 1Team Leader, 2 Development Facilitator, 1 CSMP Coordinator, 1 Logistic, shared 1 Bookeeper, and 1 National Learning Coordinator. Source of Funding: World Vision Canada Donggala Integrated Program Model History of World Vision in the area: The rationale of this assessment was to collect appropriate data and information on the context of the proposed program area, to know the feasibility of sponsorship program, to picture the problems regarding child well being and to map potential partners for proposed program to work with to help the achievement of Child Well Being outcomes. The assessment started October, 2008 - February 27, 2009. The result of the assessment showed that this project should go on by considering Child Well Being Outcomes (CWBO) and sponsorship project is feasible related to the progress of project implementation.
