East Nusa Tenggara is a province located in the eastern portion of the Lesser Sunda Islands, including West Timor. It consists of more than 500 islands with Flores, Sumba, Alor, Rote and (West) Timor as the main islands.

Around 4.25 million of people live in the province. Most of the smaller islands are very remote and only connected to the major islands by limited and infrequent air and sea transportation services. Kupang, which is located in West Timor, is the capital of this province.

Dry weather, infertile land and lack of natural resources, including safe-water and major infrastructure, make the region among the poorest in the country. The secondary school enrolment rate is about 40%, just a half of the national average of 80%. Dire poverty and lack of clean water, sanitation, and health facilities result in high level of malnutrition among children (32%) and child mortality (62 per 1000 live births), much higher than the national average. East Nusa Tenggara consists of 12 rural districts.

In 2008, World Vision has programs in nine districts: East Flores, Sikka, Manggarai, West Sumba, East Sumba, Rote, Alor, Kupang and North Central Timor. Most of the initiatives are integrated community development program with a life time of 10 to 15 years.

World Vision has over 15,000 sponsored children at these projects. World Vision started supporting poor children in orphanages in this province in early 1960s. We significantly expanded and intensified the interventions in 1990s and 2000s with the openings of scores of larger-scale community development projects and health projects. All the undertakings are aimed at facilitating the people to reach their full potential by addressing the causes of poverty and injustice.

West Sumba ADP

History of World Vision in The Area
World Vision Indonesia started its service in West Sumba since 1974 with several projects for children and community development. ADP approach was implemented starting on 1999.

Geography Background
West Sumba District is located at 9º11' - 10º20' South Latitude and 118º55' - 120º23' East Longitude. Borders of this district are East Sumba District at the east, Indonesian Ocean at the west and the south and Sumba Strait at the north.

Majority of population come from Sumba tribe, while the rest are outsider such as Sabu, Timor, Flores and Alor. Most of the population are farmers. Few of them are trader, government employee and businessmen.

It will take around 4 hour flight from capital city of Jakarta to West Sumba. The first two hour is the journey from Jakarta to Bali and then another two hour from Bali to West Sumba. The distance from West Sumba airport to ADP office is 45 minutes by car.

East Sumba 1 ADP

History of World Vision in The Area
World Vision started its operations in 1970 when WV assisted Prailiu Orphanage. Then the ADP approach was implemented in 2000.

Geography Background
The area is covered with hills. Approximately 40% of the area covered with the high sloping hills. The northern part is flat, rocky and less fertile. The southern part is more sheer and fertile area.

The number of 205,717 people reside in the East Sumba Regency.

Currently East Sumba ADP focuses its ministry in 40 villages located in 9 sub-districts.

To reach East Sumba Regency, we have to fly from Jakarta with two different flight. First, we take the plane from Jakarta to Denpasar for about 2 hour travel. Then we continue the journey by taking flight from Denpasar to Waingapu for about one and a half hour.

Through this ADP, World Vision has a number of projects that fall within 4 sectors:
1. Education with goal to improve the education access and quality of boys and girls in basic education.
2. Income Generating with goal to improve income management of community's production.
3. Nutrition with goal to improve pregnant mothers and under fives nutrition quality.
4. Child Sponsorship Management Program with goal to improve sponsor commitment to contribute change in the lives of children, families and communities served by East Sumba ADP.

East Flores ADP

History of World Vision in The Area
World Vision started its operation in 1997 when East Flores faced food crisis due to long dry season. In November 1997 to September 1999 the seed project begun in 3 sub districts and expanded to 4 sub districts of Wulanggitang, Titehena, Larantuka, and Tanjung Bunga during phase 1 in 1999-2007. Now in phase 2 (2008-2011) the ADP expanda its ministry into 5 sub districts covering 36 villages. The ADP will apply the transition plan in 2012 to 2013.

Geography Background
East Flores was a district in East Nusa Tenggara located in the east side of Flores Island. Geographically East Flores district is located at 8º 04' northern latitude, 8º 40' southern latitude, 123º 57' east longitude dan 122º 38' west longitude. The north of this district is bordered by the Flores sea, south by Sawu sea, east by Lembata Island, and west by Sikka district. East Flores district usually suffers from long drought season of 8-9 months and relatively short rainy season. Low rainfall with rocky land make this land less fertile.

To arrive in Larantuka, the capital of East Flores district, we have two option of travel: 1. From Jakarta, we go by plane for 3 hour to Maumere, then we continue to travel by land for another 3 hour. 2. We fly from Jakarta to Kupang (the capital of East Nusa Tenggara) then we take another flight of 30 minutes (on every Tuesday and Saturday) or 18 hours by sea (on every Sunday and Thursday) to Larantuka.

East Flores District has population of 223,885 people spreading into 13 sub districts and 201 villages with agriculture as source of income. The agriculture production ranges from rice paddy, field, corns, cassava, green beans, coconut and cashew. The agriculture products are mainly consumed by family. Only small portion of them is sold to the market.

East Sumba 2 ADP

History of World Vision in the area:

World Vision started the assessment and continued to design phase in 2007 - 2008 with long process of PLA preparation, community contribution towards the design of objective tree, logframe and the finalization of Program Design document in 2008. In 2008, the East Sumba 2 ADP established and served 2 sub district of Pinupahar and Tabundung.

Geography Background:

• Geographical location: Longitude 1190 45 - 1200 52 East and Latitude 90 16 - 100 20 South.

• Land area: 7,000.5 Km2 or 700.050 hectares, and field area 25.811 Ha.

• Unpredictable and uneven rain, with the rainy season being relatively shorter than the dry season.

• Soil condition: hilly area with the highest average accilvity of approximately 40 per cent of the region's area, a flat, rocky and less fertile area at the north, an area with steep hills at the south. The valley of those hills has quite fertile soil.

• Population: Total population 205,717 people including 106,167 males, 99,550 females, and 24,735 children (12,540 boys and 12,195 girls). Target population: 14,870 people including 7,624 males and 7,246 females. Total number of children in Tabundung and Pinupahar Sub-Districts are 1,487 children.

• How many journey from Jakarta: From the National Office in Jakarta, Sumba Timur Regency (Waingapu City) can be reached by airplane. The flight from Jakarta to Denpasar (Bali) is 1.5 hours. It is continued with a 1.5 hour flight from Denpasar to Waingapu.

• Number & name of district covered: 2 district of Tabundung and Pinupahar district.

Through East Sumba 2 ADP, World Vision has a number of projects that fall within 4 sectors:
1. Education: To improve the academic achievement of Elementary School (SD) and Junior High School (SMP) students
2. Economy: Increase of household income with % of increase in sales products
3. Nutrition: To improve the nutrition status of under-five children in families
4. CSMP: To contribute in transforming children, families, the community, and sponsors

Rote ADP

History of World Vision in The Area
World Vision started its ministry in this district in 1974 under the name of LEPKI (Lembaga Pelayanan Kristen Indonesia). At that time, WV assisted the community with programs of children nutrition status improvement, education, and children health. Then the ADP approach was implemented in 1998.

Geography Background
Rote Ndao District as Rote ADP focus area of ministry physically consists of sea area with the large potential of sea products. The land is dominated with rocky soil with limited water springs. There are some areas with quiet fertile farming.

The climate is dominated by dry season influenced by monsoon winds. The rainy season is very short from December to April every year. According to the statistic of 2005, the number of 106,272 people makes this district as their home land.

To reach Rote ADP, we have to take 3 hour flight to Kupang, and 2 hour trip by ferry to Ba'a, the capital of the district.

Sectoral Programming
Through this ADP, World Vision has a number of projects that fall within 4 sectors:
1. Nutrition with goal to contribute for under five children nutrition status improvement in ADP assisted area.
2. Education with goal to improve children capacity in ‘calistung' (reading, writing, and counting) in assisted area.
3. Economic development with goal to improve family capacity in meeting the children needs of education and health service.
4. Child Sponsorship Management Project with goal to enhance Sponsorship Service Operations (SSO) as a tool to contribute for the transformation of sponsored children, their families, communities and sponsors.

In addition, Rote ADP also manages to implement two special projects:
5. LINTAS with goal to enhance quality of household earnings through seaweed farming.
6. BERKAT with goal to improve community's health seeking behavior and compliance for TB treatment.

March 2008 - Malnutrition; Rote ADP responded with special response in late March up to early April 2008.

Kupang ADP

History of World Vision in The Area
World Vision started its ministry in the Kupang District in 1998. During 2000 - 2005, TB Fight project took place in this area of ministry to enhance community responses against TB.

Currently, Kupang ADP is in the phase out stage which soon will be closing its operations. The transition design has just been made for the 3 years ahead in order to prepare all related stakeholders to face the transition process. The sustainability of the program has become the focus of the service.

Geography Background
Kupang is a district in East Nusa Tenggara Province that becomes the capital city of the province. The area is mostly composed of arid and rocky land with searing and dry temperature. There are large portion of non-cultivated land in this district because of that.

Influenced by geographic condition, trading facilities is centralized in the Kupang city. The city itself can be reached by taking a direct 3.5 hour flight from Jakarta to Eltari Airport in Kupang and about 30 minute land journey to the central of city.

East Nusa Tenggara has been characterized by the very dry area and frequent drought that contribute to the high potential of failing harvests and safe water shortage.

At the moment the ADP focuses its ministry into 7 sub districts of Kupang Barat, Kupang Tengah, Nekamese, Taebenu, Amarasi, Amarasi Barat and Amarasi Selatan.

Through this ADP, World Vision has a number of projects that fall within 4 sectors as follows:
1. Community Empowerment Project with goal to enable community to take lead in continuation of the transformational program.
2. Education Project with goal to enhance children's education performance.
3. Water and Sanitation Project with goal to increase capability of household to prevent and handle diarrhea affecting under five children (0 - 59 months).
4. Child Sponsorship Management Project with goal to improve quality, sustainable and mutual relationship among sponsored children, their community, and sponsors.

Alor ADP

History of World Vision in The Area
Right after a project of Alor Community Based Heath Project (ACBHP) in 1996-1999, World Vision started implementing the ADP approach in 2000.

Geography Background
Located in eastern part of Indonesia, Alor is an archipelago with mountainous topography.

To go to Alor from the capital city of Jakarta, we have to spend 3 hour flight to Kupang, the capital city of East Nusa Tenggara province. From Kupang, we have to take another flight with smaller plane to Mali Airport for about 50 minutes.

Located quite far from other islands and surrounded by sea with strong current make Alor considered as a remote area.Most of Alor's population rely their source of income on agriculture, public sector, and fishery. During plantation time, many families shift their effort to get income from their field, which usually is located faraway from their home. As the consequence, education, health, and sanitation become less prioritized in their lives, including their children's. To address these conditions, Alor ADP carries out its ministry in 7 sub districts with total of 38 villages.

Through this ADP, World Vision has a number of projects that fall within 4 sectors:
1. Income Generating Project, called Makmur, with goal to increase family income in the coverage areas.
2. Nutrition Project with goal to increase the number of under five children with good nutrition in coverage area.
3. Education Project with goal to decrease the number of Drop-Out students in coverage area.
4. TB Project, called BERKAT), with goal to improve community's health seeking behavior and compliance for TB treatment.
5. HIV & AIDS Mainstreaming Project with goal to increase prevention of HIV & AIDS transmission in Alor District by using Hope initiative strategies.

TTU ADP

History of World Vision in The Area
World Vision started its ministry in this area with a TB FIGHT project in 2000. Following that, the ADP approach was implemented in 2001, while the TB Fight continued up to 2006.

Geography Background
Located in eastern part of Indonesia, TTU has a mountainous topography. TTU, a district in East Nusa Tenggara province, can be reached from Jakarta by taking 3 hour flight to Kupang as the capital city of East Nusa Tenggara province and then by traveling by land about 4-5 hours to Kefamenanu.

Most people in TTU rely on agriculture as their source of income. Dawan is the major ethnic in this area. At the moment, the ADP focuses its programs in 7 sub districts (29 villages) in TTU District.

Through this ADP, World Vision has a number of projects that fall within 5 sectors as follows:
1. Child Sponsorship Management Project with goal to enhance Sponsorship Service Operations (SSO) as tool to contribute to the transformation of sponsored children, their families, communities and sponsors.
2. Nutrition with goal to improve nutrition status of under-five children in the area of focus.
3. Education with goal to increase access and quality of basic education.
4. Income generating with goal to improve income of contiguous family through increasing productivity of on farm and off farm.
5. TB response project, called BERKAT, with goal to improve community's health seeking behaviour and compliance for TB treatment.

Sikka ADP

History of World Vision in The Area
World Vision started its operations in Alor by carrying out earthquake and tsunami response in 1992. From 2007 up to 2008, Sikka ADP is still in seed or design phase with 800 sponsored children. The ADP approach will be fully implemented by the beginning of 2009.

Geography Background
Sikka District is located in the province of East Nusa Tenggara. The borders for the area are Flores Sea on the north, East Flores District on the east, Sawu Sea on the south and Ende District on the west.

Sikka can be reached by 4 hour flight from Jakarta to Denpasar and then to Maumere as the capital of the district. Or as an alternative, we can also fly to Kupang from Jakarta and continue to Maumere. Sikka is about 1,800 kilometres far from Jakarta. There are about 278,392 people living in this area. At the moment ADP focuses its ministry in two subdistricts of, the Lela and Nita.

Sectoral Programming
During seed or design phase, through this ADP, World Vision tries to ensure that WV ministry in targeted areas well-designed by fully involving all stakeholders to increase life quality of children, families, communities in the area.

Manggarai ADP

History of World Vision in The Area
World Vision started its operations in 2007 with Manggarai Landslide Emergency Response and Seed Project of Manggarai. Then the ADP approach has just been implemented in the beginning of 2008.

Geography Background
Manggarai is a district in East Nusa Tenggara Province.

With hilly type of land, Manggarai is located between 0 > 1,000 meters above the sea level. The number of 490,340 people resides in this district. At the moment ADP focuses its ministry in two sub districts of Cibal and Ruteng.

To reach Manggarai, we have to fly from Jakarta to Denpasar first for about an hour journey. From Denpasar, we need to take another flight to Labuanbajo for about 80 minutes. After that, the journey to Ruteng, the capital of Manggarai District, will take us about 4 hours by land.

Through this ADP, World Vision has a number of projects that fall within 4 sectors:
1. Nutrition with goal to increase nutrition status of under five children.
2. Economic Development with goal to increase the income of communities in ADP's areas of focus.
3. Child Sponsorship Management Program with goal to enhance the sponsorship operations in order to have transformed relationship between children, their families, communities and sponsors.
4. Education with goal to contribute to access and quality development of Elementary schools in the area of ministry.
